Upside Down Bees

I started growing herbs and tomatoes indoors a while back and sometimes a few bees would make it inside. I would find them on the floor, upside down, and barely moving. I thought it was because they were getting inside and not finding enough food to eat. I would place them upright in a pot of soil next to a teaspoon of sugar water and that would help them get their energy back.

But this past week I went over to a neighbors house and twice I found upside down bees lying on the ground, one in their driveway and one in the yard.

What could be causing this? I am located in southern New York.
