will ground cover kill my perennials, hydrangea, rose bush & clematis

I planted the ground cover to try to keep weeds out. Someone told me they will take over the bed, go into the grass, etc. So now I'm worried about my flowers and bushes. the first picture is the ground cover I planted last year... he has spread some. The 2nd picture is the flower bed this ground cover is in. And you can see I have an infestation of that nasty horsetail weed. I am just cultivating and cutting it below the dirt ...that's what I read to get rid of it and not to pull it because it activates the plant under the ground. Anyway, I am hoping the ground cover will help get rid of that weed, but it may not.
