Question about lotus bog

I'm not asking this on the bog forum, as it's pretty dead.

I have a lotus bog.......a 300 gallon Rubbermaid stocktank that is in the ground. There is about 8" of water over the soil. We've had it for about 10-12 years, which means it's probably pretty overgrown down in there. Last year, it made tons of leaves, but no blossoms.

Several weeks ago, we pulled all the top layer of lotus "stuff" we could reach with a 4-pronged tool. I also removed all the black gamecock iris that had begun to take over.

I also buried some Citrus Fruit large fertilizer pegs down in there a couple weeks ago.

There's absolutely no sign of growth. I'm sure there are tons of tubers down in there, so I don't think pulling the stuff out of the top hurt it.

Maybe I just need to give it more time. We've had a few really warm days here and there, but nothing consistent. Do I just need to be patient?
