Ways to add Nitrate of soda/Sodium Nitrate to mulched garden?

Hi, my garden soil is low/depleted in nitrogen because I added lots of compost and it was full of pieces of wood. I bought some nitrate of soda and on the packaging it says to work the granules 4 to 5 inches into the soil but i cannot do that since it is mulched and I already have seedlings growing in the garden.

I was thinking of mixing the granules with lots of water and doing a liquid feed but I don't know if it may evaporate quicker if I dissolve the granules in water and loose the nitrogen?(I have no clue how nitrogen evaporates just wondering). Also on the packaging it says to not let granules come in contact with plant foliage, so would it still be bad if it is diluted in water when i spray it over my seedling?

Another way i was thinking was to just put the granules on top of the mulch and let it dissolve by itself when it rains? But I am not sure what to do and cannot find information on websites, so please help if you can. thanks.
