retaining wall on top of slope question...

Is it possible to build just one wall at the top of a slope? I know normally you would build retaining walls starting from the bottom, and working your way up....but all I'm really looking to do is to make a wall at the edge of where the hill really starts to slope downward so I can make the somewhat flat spot between my house and hill even more level and create a barrier. I'll provide a pick to show you what I'm referring to. It's hard to see just how steep the hill drops off, but it really is pretty steep. that one tree in the middle has to be held up with straps to a metal pole off to the side. I'm trying to avoid putting tens of thousands of dollars in retaining walls. I'm trying to fix my issues mostly with plants, but I would still like one wall at the top before it really drops off. Could it be done, especially if I bury a full layer or two of wall blocks?
