He's growing all over the place and he does put on a gorgeous display in the spring. Problem is he doesn't bloom again and just gets covered with black spot and crud and looks atrocious the rest of the season. He's hard to get rid of too. So I'd dig him out now and get something you'll love instead.

A great leap forward! Commercial/institutional architects usually aren't the best out there at purely residential design (and THAT's a two way street...LOL!) but this looks like the exception that proves the rule.

Not sempervivum. They have different growth pattern, and also cilia on margins. Mature plants could be as crowded, but usually, there are many chicks that are smaller. IMO, Echeveria. It looks like it has been deprived of light recently - center of each rosette (newest growth) seems to be too light. But maybe it is the photo. In either case, make sure you acclimatize it to better sunlight. Repot into bigger pot or separate - and post pics again in a while to see if the color changes. Blooms would also help to ID.
