Bugs destroying apple blossom buds

Good afternoon,

I have a bunch of different varieties of apple trees all 2-15 years old. Every year when the tight clusters of flower blossom buds begin to open I find these little skinny black bugs in between and on the flower blossom clusters. The bugs eat and damage the flower buds to the point where the tree won't flower. The bugs are maybe 1/8 inch long . They are very difficult to control because at this stage the flower buds are so tight and the bugs like to hang out in between them. Has anyone else experienced this and what is the best way to deal with them?
