Best time to move Virginia Bluebells ?

I have some Virginia Bluebells which I dug up from my
grandparents’ property over 10 years ago when it was sold. The few clumps have
gradually gotten larger but soooo slowly. This year for the first time, I am
seeing seedlings. They are all “downstream” of the parent plants.

I’d like to move them around. Plus share some with my
brother, who asked some years back if I had enough to share, as his didn’t make
it.

When is the best time for this? Wait til they are dying down? And, if I move
single plants, are they less likely to make it? Should I wait will they have
more than a few stems? They are just
coming into bloom now. Thanks!
