Toronto, ON: Garage with basement, and sub-grade connection to house.

Hello:

Presumably this is Ontario Building Code (OBC) dependant and not City of Toronto Zoning etc.? Although, if you know of any City concerns (R2 detached residential) concerns please do mention them.

a) Is a fully detached garage with a basement level permitted? Is it access dependant, and by that I mean can you access the basement from INSIDE the garage or must it be via an outside stairwell. I’m thinking there are carbon-monoxide concerns which may play a role here. What about a car-lift in the sub-grade space only. Instead of lifting car up into attic space, can it be dropped down into a sub-grade space?

b) Is a garage, fully detached from the above-grade house, but connected via a walkway/tunnel/room at basement level, permitted? Obviously there are safety concerns, fire, CO etc. which some may not be comfortable with, but those aside for a moment, is it allowed?

c) Waterproofing and cost issues etc. aside. can a basement extend *beyond* the above-grade footprint of the house? One, as a cold room under a rebuilt porch (either open or enclosed, see above )and two, some distance out beyond the “back" of the house?
