Possibly mealy bugs could you take a closer pic of the "white stuff" please?

Thanks for responding lilbit, here's some closer ups, have you ever heard of waiting this long to plant? Some are rooting and some look kind of shrunken up. How damaging are mealy bugs? Thanks.

I can't tell for sure, obviously. But whatever is it it's not good for a plant. Any insect or disease needs to be taken care of.
It looks like a mealy bugs, the white cottony mass is usually sign of them. Try wiping the leaves with a cotton ball soaked in rubbing alcohol, or a q-tip.
Try shaking the piece over sheet of paper & see if any tiny 'things' fall on it - spider mites are very small, sometimes you can find them this way. Spider mites make webs too, slightly different than mealy bugs. Using insecticidal soap/spray or neem oil should help to get rid of them.

I agree with rina. I hope theyre not near your other plants because they can spread.

Mealy bugs for sure...you need to wash all the cuttings in warm water thoroughly to remove all the white cottony material and the bugs themselves. They spread very easily and can severely damage your plants.

I agree too that it's mealybugs. As far as low long can epi cuttings last and still be viable for rooting, I have kept some in a cool situation, over winter, and had them pushing out buds early spring laying on my potting bench in the garage. The buds don't last, but the cuttings will root and grow. You will have some that are stubborn and won't, but most will. Many, will say otherwise, but in your scenario, I would put them in a glass of water for about a day to rehydrate, and then rooting hormone and very light soil or hydroton.
