That analysis is typical for the southwest, we have plenty of calcium which makes the pH high(not to mention the ground is like concrete):

pH is too high so add sulfur, Home Depot sells a 6 and 20lb bag. You can also mix some used coffee grounds into the soil, they are rich in nitrogen and are slightly acidic. For the long-term you should mix in some compost to the soil before you plant, if you have established plants then use Miracle-Gro(green label 24-8-16) at half strength.

Roses prefer a soil with a pH in the 6.0 to 6.5 range, slightly more acidic than you have at 7.1.
Is it necessary to add sulfur to change that pH? Probably not.

The amount of organic matter is decent at 6.9 percent.

Whether the P and K levels are high, or excessive, depends on the test method. Different testing methods report the numbers differently so it is difficult to compare unless you know what method was used. Then determining whether the numbers are in range, too little, or too high is somewhat complicated because some tests report in ppm's while others report in pounds per acre. Then some sources tell us that what levels of each that may be excessive has not been determined but it is though that 300 pounds per acre may be too much P while K is somewhat more than that. Excess Phosphorus can interfere with a plants ability to use micro nutrients, Zinc, Iron, Cobalt, while excess amounts of Potassium can interfere with a plants use of Nitrogen.

Usually the Lab gives you recommendations to follow if you have listed the crop you are growing, I would add Sulfur to adjust the PH to 6.5 and a source of Nitrogen as Fish meal or blood meal and lots of good compost. You do not need to add other fertilizers since the soil has lots of it!

Keep in mind that it could take several months for the sulfur to change the soil pH.

A soil test is one tool and is valuable only when you have others to compare to see what is going on. As long as you use a soil testing lab that uses the same procedure you can compare results from time to time.

As this chart indicates most all essential nutrients are about as available with a soil pH at 7.0 as at 6.5, so there is probably no reason to try to change it especially since the organic matter will act as a buffer.

Perhaps these simple woil test might be of some help as well,

1) Soil test for organic
matter. From that soil sample put enough of the rest to make a 4 inch level in
a clear 1 quart jar, with a tight fitting lid. Fill that jar with water and
replace the lid, tightly. Shake the jar vigorously and then let it stand for 24
hours. Your soil will settle out according to soil particle size and weight.
For example, a good loam will have about 1-3/4 inch (about 45%) of sand on the
bottom. about 1 inch (about 25%) of silt next, about 1 inch (25%) of clay above
that, and about 1/4 inch (about 5%) of organic matter on the top.

2) Drainage. Dig a hole
1 foot square and 1 foot deep and fill that with water. After that water drains
away refill the hole with more water and time how long it takes that to drain
away. Anything less than 2 hours and your soil drains’ too quickly and needs
more organic matter to slow that drainage down. Anything over 6 hours and the
soil drains too slowly and needs lots of organic matter to speed it up.

3) Tilth. Take a handful
of your slightly damp soil and squeeze it tightly. When the pressure is
released the soil should hold together in that clump, but when poked with a
finger that clump should fall apart.

4) Smell. What does your
soil smell like? A pleasant, rich earthy odor? Putrid, offensive, repugnant
odor? The more organic matter in your soil the more active the soil bacteria
will be and the nicer your soil will smell, to a point. Too much organic matter
can be bad as well.

5) Life. How many
earthworms per shovel full were there? 5 or more indicates a pretty healthy soil. Fewer than 5,
according to the Natural Resources Conservation Service, indicates a soil that
is not healthy.

Some postings say to put a teaspoon of "non-foaming" dish detergent in the quart jar. If the detergent is necessary/beneficial, what is a "non-foaming" detergent (brand)?

"Non foaming" is a low or non sudsing soap or detergent. Some people mistakenly suggest adding soaps or detergents to water to "improve" waters ability to flow. What those products do is lower the surface tension of water so it does appear to flow better. A bad substitute for having adequate levels of organic matter in the soil.

The results of the soil test recommend adding .2 lbs. of nitrogen per 100 square feet of soil.

For my 400 square foot garden, that's .8 lbs.

Usually liquid dish detergents are foamy, but dishwasher detergent is not. Any dry powdered or even liquid dishwasher detergent will probably work for that.

As for the blood meal, lb of fertilizer = 0.8 lb N x (100 parts fertilizer/12 parts N)

6.7 lbs. of blood meal (12-0-0).

The suggested amount of Nitrogen is so minimal that it is not something to be concerned about. Trying to spread such a small amount of a product to get that is difficult at best. Spreading more is generally a waste of your money, time, and energy since it will simply flow away after causing problems with the plants growing there.
