New homeowner in Virginia

Hey i just found this website and thought to ask for advice on my lawn. I am a new homeowner in hampton roads Virginia. I am from the desert of California and although we had a lawn growing up, we always rented and had a gardener. So i have zero experience.

Around thanksgiving we started getting a lot of rain and half my yard was wet all the time. Some areas it pools and some it is just spongy. The dogs were coming in muddy and pulling up the grass, so i tried laying some mulch down over it to help. So I'm concerned I killed the grass. Another issue is I purchased a small strip of land right behind the planters and wanted to extend my lawn and install a fence. When initially researching I was going to till the land and add a slight angle going towards the woods/planters and along the planters putting river rocks as a border to help pool the water. Then laying down some seed and starting over with my lawn. Is this a bad idea?
