Compost - too much Nitrogen?

Hi,

I had a soil test done, and it recommends 3.1 lb/1000 sq feet Nitrogen. In my 150sq. ft. garden, this amounts to about 0.5lb. The compost I'm using, Cedar Grove, has 8 lb Nitrogen per yard (per their datasheet: http://cedar-grove.com/docs/Fine_Quarterly_10292012_E.pdf). So if I put one yard (about 2 inches) on my 150 sq. ft. garden, would this be too much N? Am I looking at this the wrong way?
