Ditto to the christophern post. That primer will provide nothing but pigmentation at this point. It must be re-primed and using oil will negate the need for removing the chalking that is probably happening too. If you remove that a latex primer is OK as oil primers can be tough to buy in gallons in some places.

That said I think any neutral single colour and updated consistent trim would help. Consider doing the windows and updating that trim too. The quotes we've gotten are all-inclusive for the entire job but they have not been broken out into line items for materials, labor, etc, they are just a flat number. We walk the property with them and discuss the details and scope of the project. The quotes include prep work (power washing, sanding, filling, spot caulking, masking, etc), spot priming of areas we agree need it, 2 coats of paint, and all other costs and materials. I've been contacting what look to be reputable licensed and insured companies (mostly on yelp) with at least 20 reviews with an average of 4.5+ stars. I haven't been hiring for a specific hourly rate because that isn't info that's available and it's not how they're giving their bids. I'm using that $25-$50/hr figure to try to work out how they're getting to their $10k-$12k figure (and whether it's reasonable or not) - it very well might be, but that's closer to $75/hr if it's a 140 hour job which seems high.
