Baffled by my pool- peeling skim coat?

Hi all! My in ground concrete pool is leaking... I decided to stop filling it to see if the leak would slow down after it dropped below the skimmer ( it did) . However now that the water level has dropped , the plaster is peeling off ! The strange thing is, it's a very thin layer, maybe 1/4" thick. Underneath is what looks like a rough, porous gray plaster. Is it the norm for builders to apply a thin skim coat or for plaster to have multiple thin layers? I'm trying to determine if I need to have the pool replastered or if I should just scrape off the thin coating. What is underneath appears to be in good condition, other than the rough texture ( can I just sand it smooth?)
