A Tipping What Would You Do?

My husband and I went out to dinner the other night. It was at a large chain restaurant. Our bill was $39 (including tax). The receipt suggested leaving about $5 - $7 for the tip. My husband put down $60 in cash and asked the cashier for change (so we could leave a tip, as he only had 1 dollar bill other than twenties). The server returned with the following bills: $1, $10, and $10.

So, the only options were to leave:
a. $10
b. $2 (The bill in the wallet and the bill as change for the meal.)
c. $0

I'm just curious what you all would have done.
