P caerulea can be quite a thug over here and is hardy in most winters. Certainly it blooms if it has enough light and on the south coast it ripens fruit - but they are very insipid. I don't have one - I haven't got the space for a rampant vine that looks a mess in the winter because It's semi evergreen. My father had one that, along with Campsis radicans, regularly popped up through the cracks in the garage floor.

I call shenanigans on the previous poster. Acetic acids and acetic acid salts are chelating agents. Vinegar is a mixture that contains, among other acids, an acetic acid. Looks like an Euryops daisy. It is common practice to cut them back after the growing season, so feel free to remove the remaining bare branches. They are generally considered relatively short-lived and are usually inexpensive to replace. Some growers just plan to replace them every few years, but in some growing regions they remain viable for much longer.
