Are chicken breasts usually tougher than other parts?

I tried a new slow-cooker recipe for chicken cacciatore, and it was tasty, but the chicken breasts were a little tough/rubbery. I cooked it on high for 4 hours -- the "low" option was 7 hours.

This online recipe writer originally had boneless, skinless chicken thighs but also wrote that she'd made it with breasts and it also tasted great. I went with the breast cuz that's the only part I eat.

I might try chicken breast tenders next time -- but was the too-chewy consistency something that breasts can be noted for? I don't normally get this when I do stir-fries or BBQ-baked in the oven.
