the propane racket - new account requires "inspection"?

Does anyone know if this is actually required by law? I'm not able to find evidence that it is. (I'm in MD) I smell BS. I'm not really in the mood to have a stranger traipsing through my house and attic at the moment. Seems to be it's just an attempt to do some marketing & tell people who own their own tank that they need a new one under contract, or something. Scheduling this slows down the process by several days, and I need some right now. I forgot to check it and let it get too low. When I previously switched suppliers, all they needed was me to fax them proof of tank ownership. Anyone - what are your experiences in other parts of the country?
