Watery soil under raised bed

Hey all,

I am new to raised beds, just started construction and am finding that the soil under my site is really hard clay that filled up with water at about 6" down. It rained heavy about 5 days ago, and the site is on about a 10 grade hill.

So, the question is either to dig down more and add gravel and compost to break up the clay? How far down?

Or do I build up the sides of the bed? Using 6" cedar planks (1"x 6" and 4'x8' x 4 beds) which will be expensive.
