Dry, sloughing hillside retention? No sun.

I will attach a pic.
What is happening is the shared driveway is incredibly steep, and cut into the bank.

There is no organic matter just loose rocks and mineral "soil". North facing so it's light but never direct sun.

And too far away from a water source so pretty darn bone dry during summer, though spring and fall get the moisture.

Last spring I planted seeds of drought tolerant perennials and perennial lupins, plus clover and even rooted blackberries. Nothing took. Sunchokes got about 6" (yes inches) but have a feeling they won't survive.

Any other ideas what to plant? It is eroding faster than weeds can establish. Thanks!
