Thick green slime on bottom of pond

Hi,

This summer, the pond has been plagued by a thick green slime that has covered the bottom and all the plants on the bottom as well. It looks a bit like frogspawn in that it is sticky, globular and jelly like, but is a deep green colour. I have removed it when I can but even when putting it into a compost bin it just retains its thick consistency. It is choking the bottom and always seems able to regenerate even though I remove what I can. I would be grateful if anyone could give me some advice as even my local pond supplier can't offer any assistance as he has never seen it before.
