Why wont my hydrangea petiolaris flower?

Every year it produces masses of very healthy looking shoots and leaves, and grows up to about 8ft tall. In the autumn, after all the leaves have fallen off, I prune it back lightly, just to keep it tidy. But has never had a single flower in the 5 or so years its been growing up my north facing garage wall. It gets partial sun, and is in what I would call ordinary, well drained soil. As I said, it grows like crazy, puts on lots of new shoots, (I believe its meant to flower on these?), but just doesnt actually flower.

Any ideas?!
