Plum leaf edges curl under. Help me Please :))

My Plum tree - which is supposed to be good to go here in QLD, seems to be attacked every yr within a month or so of the new leaves forming. They start off flat, but gradually leaf by leaf, the edges start to curl under so that the end result is that the already slender leaves end up looking as slender as grass leaves. On close inspection, I cannot seem to see any little culprits, and in all other respects the leaves look healthy. I've heard of Peach leaf Curl, and have looked this up, but that disease does not seem to apply as my leaves do not change colour, or seem to be affecting the overall health of the treee. Any ideas?
