Issues with potted plants (outdoors)

Hi

I have been having some issues with potted plants outside since moving into our current place. Even with new, decent quality potting mix plants' growth will slow, eventually stopping. The plants then yellow and stunt, eventually dying. It looks as if they're not being fed (especially the stunting and yellowing) but they do get fed, 1-2 weekly.

This happens across different varieties. I have a garden bed next to my potted plants and anything that gets planted in the bed is fine. I have even transplanted sick potted plants into the bed and 2 weeks later they're almost back to normal.

What's going on? I have tried different potting mixes and pots (with decent drainage). I am not doing anything different than I have done for years in other houses with no issues.

Also when I pulled out some of these sick plants last year I noticed the soil hadn't been draining well and smelt slightly rotten... there were miniscule little white crawly things also. Not sure if this is all related? I have looked up fungus gnat larvae and other pests but these things seem much too small... like 1mm by less than a quarter of a mm.. if that.

Please help, I am at my wits end! I have had two summers of this and already this year I am seeing the same signs.
