Water shoot or not??

I have been keeping roses for several years with varying degrees of success, but am very inexperienced as a "rosarian"!!

I recently bought a Mr Lincoln barerooted and have been eagerly waiting for it to flower however it is yet to produce a single bud, despite all the other roses I own blooming like crazy.

The most spectacular thing it has done is produce some lovely red foliage, and a large shoot from the bottom of the bud union (Or what I assume to be the bud union). I am very confused as to whether this is a watershoot (which reading other messages on this board I am informed to treasure) or a sucker which must be treated with extreme prejudice.

I have attached a very unexciting but hopefully informative photo. If someone could advise, that would be wonderful.
