Soil quality

Hi, i have just moved to the new house, and tried planting some flowers, but the quality of soil is not so good i think, it is sticky, wet, mix sand and bit yellow in color, also there was excavation done to built new houses, not sort of soil that plant will likely to grow i think.
however i planted some of them to see it bring any changes, but i am thinking of changing the upper layer of the soil by adding new soil to it and put mulch on top layer to cover the new soil.
Does the soil quality chage over time? if so, how long does it take?
what is the best soil to grow plants and fruits?
and any other recommendation please?
