Magnolia query

I have a Magnolia x soulangeana 'Rustica Rubra' which I've had for about 3-4 years. I haven't been doing much gardening over the last few years (had two children) so the poor Magnolia has been a bit neglected. Today I noticed some branches coming from what appears to be near the graft site. You will see in the photo they are coming up to the left. They are quite tall, and seem to be competing against each other. Anyway, I was going to chop them, but just thought I would get some advice first, as I don't want to ruin my lovely Magnolia.
