Non-Flowering Stocks

Some time ago I planted some stock seedlings. They are just about my most favourite plant (after roses!) because of their lovely perfume and wonderful range of colours. The plants however are not flowering. They have grown beautifully and look very healthy but on close inspection, there isn't even the beginnings of buds. Is it still too early for the flowers or am I doing something wrong? I was looking forward to bringing in armfuls of flowers for the house, but so far my vases are empty! TIA Sarah
