Propagate in summer by layering or by cuttings, preferably those which have a ?heel?, about 16cm long. You could try striking cuttings at any time of the year, really, as long as you make sure the soil temp is kept warm at all times, to overcome the 'dormancy' effect of cold weather. I use ordinary potting mix for cuttings, and it works well, as long as it's a good quality, well-composted mix with no large logs for the developing roots to negotiate. It hastens root development if you dip the cut end into some hormone rooting powder or pure honey. Rosemary is usually very slow to strike.

I'm usually cr** with cuttings but was successful with rosemary in a nQ winter the once I tried (about 6 out of 8). I stood my pot with its base in a shallow pile of breaking down mulch and in front of a stone retaining wall to get morning sun. I gave most of the results away but the one I kept is really slow growing, guess that's a different story. Good luck.

I cut lots of rosemary and put them in a vase in the bathroom, it gets a good amount of morning light; six weeks later (keeping the water topped up) all the cuttings had rooted, then I potted them all up and they are now in front of a north facing wall doing well.... all this in a Canberra winter - Kat :-)
