Andre, that definitely looks fungal. Is the tip still alive? Is there good drainage in the pot? Too much moisture makes this worse. If there are any good leaves left, I'd prune off the sick ones- they'll cause more infection. If that trunk is still good and firm, it will sprout more once the problem is corrected. For killing the fungus, neem oil is a good choice. Mist the plant with it outside or in the shower if you can, so the spray doesn't get everywhere. Neem is a bit smelly, but good because it's not so toxic. It also can be used as an insecticide. I see I mentioned neem before. I am sorry for being repetitive, but I do like the stuff.

Sounds like tree sap if it's sweet smelling. If it were a bacterial ooze it would smell rather foul. Possible you may have some type of borer or other critter attacking the tree which caused a wound allowing sap to flow. Another possibility could be Oak Wilt (a vascular disease)...the fungus produces a sweet smelling sap that attracts sap-feeding beetles and other bugs, squirrels, etc. Then these beetles/creatures pass the infection on to healthy trees to feed on sap from un-infected wounds. The disease does spread in Nebraska. You can google for more info on Oak Wilt. But here is one article. Oak wilt is discussed under the last main heading. The spots pictured could be nascent canker, but are probably something else. Older rose canes change color in spring, and in the process often look specked and splotchy. Also blackspot fungus can make red spots on the bark--it's the main way that BS overwinters. (The spots do not damage the cane, but generate spores that will splash up to infect the leaves in spring. For this reason, severe pruning will delay the onset of blackspot for a few weeks.) There are probably many causes of red spots. True cankers may start with such spots, but develop into larger areas of dead bark, black or brown, usually with concentric zoning of two colors. Do an images search for rose stem canker. There are several kinds. Spores of fungal diseases are ALWAYS present in a rose garden, so sanitation efforts have limited value. It's possible to do a lot of damage with the pruning shears in a panicky attempt to prevent the spread of imaginary disease or a futile attempt to prevent the spread of a real one. (Fungal diseases take hold and spread mainly on account of very particular weather conditions.) I never prune out healthy wood because of red spots, and my roses have done well for decades. I don't prune out every actual canker, either. The rose's immune system will usually contain the canker until it becomes inactive. A rule of thumb you'll find in older rose books is to prune if the canker has girdled half the circumference of the stem.
