Kathi, those are the blossoms from Mexican sage.
The hummingbirds love it.....I have one is the side yard and two or three in the back.

Kathi, that bird is an male Indigo Bunting. It really is not blue, but "the diffraction of light through the structure of their black feathers makes them appear blue". Quoted from Audubons Guide to Birds
