Is this IE 7? If so look over to the right on the top of the browser you will see or should see the word (tools) there click on the arrow next to tools, a window opens now scroll down to TOOLBARS put your mouse over it now make sure you have a check mark in the MENU BAR item.

you probably accidently hit the F11 key and it went full screen, try hitting the F11 key again, hitting it toggles it on and off.

ravencajun, I did try toggling F11 earlier, to see if that would cure it, but the menu bar in "Tools" wasn't checked and that is why those items were not showing.
