I had a solution and didn't even remember it until this morning while watering my gardens. PINE CONES !

My mom saved all her pine cones for me. She uses them and I loved the appearance it gave the beds. In one of my beds I used the cones, just as they are, and in the other bed I lightly painted the tips of the cones to match my bell pole, which is in the center of the bed. I laid them out, solid, all around the plants across the entire bed.

No messy chemicals, no mothballs, no special attention, helps to retain moisture in the soil, and best of all they don't pack down, which helps to prevent mold like you get with mulch. For someone, like me, with allergies to mold and mildew it has been wonderful. And cats won't walk on them!
