My Neighbor and Her Dog

The other night I had to go out to a school meeting after dark. As I walked to my car, the neighbors' dog started to bark. I heard the neighbor yell at the dog, but he continued. I didn't mind, he was behind a fence. She yelled several more times, then (aparently) hit the dog with her hand or some object, because he started to cry and yipe. What a pathetic sound. I got in my car and went to my meeting, but I couldn't get the poor dog out of my mind. I told my husband, who said I should have said something to her. Darn, but I'm such a coward. The next day I wrote a note and put it in her mailbox. It said (verbatim): "Dear Kim, Last night I heard your dog Rufus crying and howling. Is he okay? Is he sick or hurt? I know a very good vet. Your neighbor, Jannie" What would you have done ? I feel this will stop her from beating her dog in the future, since she knows someone is watching and listening. Again, what would you do? She and I are friendly/cordial otherwise, our kids are the same ages .
