tick disease/my cousin

I found out a few days ago one of my cousins is in the hospital on a feeding tube. I guess about a month ago he got a tick bite. He has a cabin somewhere in Cass County, Minnesota. He got disease Powassan Virus (POW) from a deer tick. They remember him having a tick on his leg, then got a rash around his ankle.It is in many eastern states and has shown up so far only in Cass County in MN. He got swelling of the brain, encephalitis. He wife reports he has yet does not respond much, stares at the ceiling or sleeps and is on a feeding tube, has been in the hospital for about 1 week now. It really doesn't sound very good. From what we know only 2 other cases have been reported in the past year in Mn, all in Cass County.

It said one the Mn Dept of Health web site that this originated in Canada, Powassan, Ontario, or at least was first diagnosed there. Anyone from Canada familiar with this?

Please be careful out there and get some bug spray with DEET or permethrin. I just went out and bought a new bottle, one for car, one for around the house.
