Cost for Pella, Andersen, Marvin Wood Double-Hungs

What prices are people getting to "replace" (meaning inserts) or "full tearout" (new frame, as well as the window) for wood double-hung Pella, Andersen, and Marvin windows? Also, how much do installers negotiate?

The windows we're interested in are tax-credit eligible, low-e, with no grids. We're Northern Virginia, near Washington, DC.

Our initial quotes are in this range:

Andersen 400 series: $900 per for replacement, $1100 tearout.

Andersen 200 series: no replacement option; $900 tearout.

Pella ProLine series: $830 per replacement, $910 tearout.

Marvin: no quote yet.

This seems insanely high to me. The window units themselves, if I were to buy them myself to install, are less than $500 per, meaning the installation price is $400-$500 -- that works out to 13 hours of labor at $30 hour per window! No way that installation should cost that much. Perhaps there is a disposal fee and some other costs, but that seems very high.
