Oops--need to put Polyurethane over shellac!

I posted this question on the remodeling forum and realize it would have been best posed here!

I chose to use shellac to seal the insides of our laundry-room cabinets and having put one coat on the birch plywood bottom of the sink cabinet, I realized it would not be a sufficient moisture barrier if the plumbing ever leaked.

Now, can I sand that one coat enough, with a palm sander to be able to apply polyurethane and have it adhere?
