220 outlets in workshop

I am building a new wood working shop. Last night I wired all of the 110 outlets. I ran 2 circuits. There are about 15 outlets on each circuit, starting near the panel and mounted every 4 feet to be in easy reach of an outlet - typical installation.

I want to do the same thing for my 220 runs (all 20A). Panel to receptacle 1, from 1 to 2, etc... I went to the manufacturer's website for the dust collector and they want a dedicated 20A circuit, as it pulls 14.5A at startup. I intended to put my air compressor on a dedicated circuit as well, but planned to have another circuit with eight 20A 220 outlets (2 per wall) so I can be flexible with tool placement during operation.

While on their forum, I read numerous posts that many inspectors want ALL 220 outlets to be on dedicated circuits. Why would this be?

It seems that the breaker would limit current to 20A, and as a hobby shop in the backyard, only one outlet could realistically be used at one time. Ideas?
