what adhesive for vertical column for mosaics?

I need a good recommendation. I plan on doing a mosaic on a cement column. The tiles must be able to be applied without falling to the ground as I want to keep the column in an upright position. I have used Liquid Nails, Silicone and nothing works. I tried this on a terra cotta planter, only to find the tiles sliding and I had to push them back up. Then after it dried, it gave the impression that the tiles were rock hard and I could then grout. Come to grout, and some of the tiles snapped off of their so called dried glue (the glues mentioned above), and I had to throw the pot away. I don't want to make that mistake again. I use Weldbond for indoor mosaics, but that won't work for this as the glue is much thinner than the brands up above, that have otherwise let me down. Am I running out of alternatives?

Thanks
