using sanded grout for stepping stone

Hi, new here. I've been collecting stained glass and broken dishes (helped that one of my kitchen cabinets fell off the wall!) for quite a while and am now ready to take the plunge making stepping stones. Plan to make them 12" x 2" deep and reinforce with chicken wire. (Most of the concrete pavers I saw at Home Depot were either broken or had big chunks at the corners already broken off and I didn't want to use these and have them break on me later on.)

Now, for my questions--I watched a video on making stepping stones where the artist used sanded grout for the entire stone, using the indirect method. I'm wondering if:

1. this will make a stepping stone as strong as a concrete/Quikrete stepping stone?

2. Or if I could use a colored sanded grout for a third to a half of the stone and Quikrete for the rest of the stone?

3. Or if I should pour a concrete/Quikrete stepping stone first, let cure, then adhere the design to the stone, grouting afterwards?
