Scrapbook paper~made to not fade?

I bought a kit to start scrapbooking when my son was a baby and really couldn't get into it. Later on I used the paper to make nice mattes for snapshots and framed them. Like I took one of my fiance' driving his step dad's boat, made the border blue and made a sailboat, life jacket and fishing pole and fish by cutting the pieces out of the paper. Now it's about 2 years later and the paper is losing it's brightness. It's mostly the blue. I thought this stuff was made to keep for years? Am I wrong?
