Mechanical venting of crawl space...

We are building an addition on a 50's roman bricked ranch in Washington. Structurally the home is in very solid condition including the underfloor framing. The foundation has 9" walls which the brick rest on and was never vented, the crawl space had been completely concreted.

Munincipal code is calling for crawl space ventilation. I am hoping to find a way around installing vents into the brick walls and in my opinion ruin a good thing. The home is on a hill top with great perimeter drainage and has no water/moisture issues.

Do I have any options?
