Inspector wants us to 'waterproof' sheathing

The city inspector came and told us we had to "waterproof" the bottom of some of the plywood exterior sheathing. The areas that need work are where the grade is very close to the bottom of the plywood.

Anyways, the directions are:

1. Apply a wood preservative like Green Wood

2. Apply Grace Ice and Wind Shield

3. Over all that, apply a 26 gauge sheet metal that wraps under the bottom exposed plywood edge.

All of the above should be to a height of 12" above grade.

My questions are:

1. Does this sound reasonable, correct, and effective?

2. What is the purpose of the sheet metal??

3. What kind of sheet metal should I use? Galvanized? Standard steel?

4. What kind of fasteners should I use to install the sheet metal and what kind of nailing schedule?

Finally, we're going to stucco the house, so if the stucco guy has to apply 2 layers of paper, is the Ice and Wind Shield still necessary?
