how to install hinges on a steel door frame

We have a commercial type steel door at our business, with a heavy steel frame. We are trying to install a wooden screen door on the inside of the steel door so that we can open it for ventilation without letting insects in. There are no operable windows in the building.

The building is block construction, and there appears to be concrete behind the frame, making drilling for hinge screws difficult. The screws that came with the hinges call for a 3/32" hole. Drilling through the steel is not an issue, but when the hit the concrete, well...

Do we need to use anchors? Any suggestions?
