When is basement waterproofing neccessary?

We are thinking of finishing our partially finished basement. From what I read here and on the basements forum, many of you have invested in a basement waterproofing system involving perimeter drains and sump pumps etc. Is it always necessary or only when there is standing water from heavy rains?

Our house doesn't flood but there is a musty odor if we do not run the dehumidifier. In the summer, we have to empty the humidifier bucket everyday. Some of the walls are finished and we can see evidence of prior water damage in the paneling. The other walls that are not finished are covered with Drylock. We would like to get rid of all the old paneling and put in new studs and sheet rock on all walls.

Should we invest $$ in getting a perimeter drain put in? I am on Long Island, NY and have never heard of anyone having a sump pump here! Please help me decide!
