TWP116 on ipe handrail - ice lifted finish!

Our brand new 2x6 ipe guardrail cap is shaped with a curved top to shed water. A cutaway view would look like a mushroom cap with a plowed out section for the 4x4 post and drip kerf. In October, it was stained with two coats of TWP116 applied one day apart. We have had many days of rain since and the cap continues to bead up. Following rain, we had our first freezing cold snap and beads of water froze on the cap and we had alot of frost on it as well. Once it warmed up again, the TWP finish had lifted right where the beads of water had frozen on the cap. Why did this happen and what can I do to prevent it in the future? Can I "fix it up" when the weather looks dry for 24 hours and temp reaches 40 during the day (says it must be 50 on the can). Here in Seattle, we are unlikely to stay above 50 until next spring! By the way, our ipe deck did not have such problems - I must have finished them differently - but not sure what I did differently. Thanks in advance for your advise! Diane
