Mahogany Decking & Question on Rail systems

Hey, quick question, I'm installing 5/4 x 6 mahogany decking on a diagonal, replacing pressure treated wood. I noticed in ripping up the old boards there were 3 mails in each beam. I'm using #7 2.5" trimhead screws to install the new decking. Should I use 3 screws per beam or just 2? I had zero cupping with the old boards so I though it might be worthwhile.

Also, does anyone know of a composite/vinyl type of railing system (that doesn't cost a fortune) where I can just do the handrail in mahogany or IPE and the rest is white "maintainance fee".
