How to prep a newish PT deck for TWP stain?

Hello,

I live in upstate NY and we built a 16x20 deck last year (July) out of pressure treated lumber. We didn't do anything to it at the time as I thought we were supposed to wait a year before staining. At any rate, after looking through the threads it seems TWP is the best stain choice.

A couple of questions about it:

1. Because I live in NY I don't think I can purchase TWP 100, is that correct? I'd have to get TWP 500 right?

2. The instructions on the site for TWP 500 say to wait a year to stain PT wood. It doesn't say anything regarding prep. However, for "old" wood it lists prep steps including bleaching and power washing. Since we've left the deck for a year, is it considered "old" wood and should we do those prep steps?
