Laying deck over concrete patio

Hi,

I want to install a redwood deck directly over my old concrete patio. The patio has some small cracks (maybe half an inch difference in height in the worst spots).

The total deck is about 20 feet long and between 10 and 15 feet across.

I am planning on running Pressure Treated 2x4s on edge perpendicular to the house 16 inches apart and then running redwood decking over them using hidden fasteners.

My main question is about fixing the deck to the concrete. I assume I will have to do some shimming (I'll make some shims from the PT offcuts) and then fix the 2x4s to the concrete somehow.

How should I fix the shims and 2x4s to the concrete? I previously used expanding bolts to affix post holders for some posts but I think it would be incredibly time consuming to drill that many large bore holes in concrete...

I saw tapcon screws which allow smaller holes but I can't figure out what fixture to attach to the 2x4 to allow a tapcon to be used...

Could I use some type of adhesive? Or is there an easier way?
